- Corrected Utah calculation to not use the rate at the time of the assessment for the entire interest calculation.
- Added check box to Notification Date panel to allow non-entry of the field. By default the box is checked and the notification date field is enabled. If no notification has been received, uncheck the box, which will disable the notification date field.
- Added code to improve diagnostics.
